I. History

1994 – The documentation and implementation program of the Quality Management System was initiated by the Quality Assurance Department, with the first Quality Manual and system procedures being developed.

1995 – The program for updating and adapting the Quality Management System to the requirements of the international standard SR EN ISO 9001:1995 began, applicable to design, development, production, assembly, and service activities.

1996 – The Quality Management System was certified in accordance with the requirements of SR EN ISO 9001:1995. Other certifications of the Quality Management System were subsequently achieved:

  • 1996, 1998, 1999, 2004 – Certified by AEROQ according to SR EN ISO 9001:1995, SR EN ISO 9001:2001Certificate No. 004.
  • 1997, 1999, 2002, 2004 – Certified by the Ministry of National Defence – OMCAS in accordance with SR EN ISO 9001:1995, SR EN ISO 9001:2001 standards and other processes as per customer requirements – Certificate No. 33.
  • 2008AEROQ certification of the Integrated Management System: Quality, Environment, Occupational Health and Safety.
  • 2009AEROQ recertification of the Integrated Management System: Quality, Environment, Occupational Health and Safety.
  • 2012 – Initial certification of the Information Security Management System.
  • 2012 – present – Annual surveillance audits are conducted to maintain the certifications and every 3 years recertification audits are conducted.

II. Current Framework of the INTEGRATED MANAGEMENT SYSTEM (Quality, Environment, Occupational Health and Safety, and Information Security), implemented in accordance with the standards: SR EN ISO 9001:2015, SR EN ISO 14001:2015, SR EN ISO 45001:2023, SR EN ISO/IEC 27001:2023.

According to the statement of the PRESIDENT – GENERAL DIRECTOR regarding the QUALITY – ENVIRONMENT – OCCUPATIONAL HEALTH AND SAFETY – INFORMATION SECURITY POLICY:

COMOTI - The Romanian Research & Development Institute for Gas Turbines is equally committed to increasing the quality of the products and services provided and ensuring customer satisfaction, as well as to the continuous improvement of its performance in environmental protection and occupational health and safety.

We aim to maintain our scientific prestige and our success in the research and development of gas turbines (for industrial, aviation, and maritime applications), gas compressor units, gas turbine cogeneration plants, environmental protection products, and others, by undertaking large-scale projects within national and international partnerships.

To maintain a high level of competitiveness as a supplier of products and services, we seek to demonstrate the quality of our work by consistently meeting the requirements of our customers and other interested parties, while also complying with applicable legal obligations and regulations. The institute’s policy is communicated internally to all employees, at all levels, and externally to all interested parties. To ensure its ongoing implementation and maintenance, we are committed to the following:

We ensure the fulfilment of both explicit and implicit requirements, as well as the expectations and needs of our customers regarding the quality, occupational safety, operational reliability, and maintenance for our products, through the continuous improvement of the quality of our products and services, performance indicators, and management processes.

Objectives in the areas of quality, environment, occupational health and safety, and information security are established, monitored, evaluated, and continuously improved to ensure optimal performance.

We measure, monitor, evaluate, and continuously improve our performance in environmental protection, occupational health and safety, information security, and the quality of the products and services we provide, by using advanced techniques and technologies and ensuring the ongoing training and professional development of our employees and collaborators.

Environmental aspects are consistently assessed and controlled, with a strong focus on pollution prevention, while this approach is actively promoted in interactions with collaborators and customers.

Adequate risk control within professional activities is ensured through the identification of hazards and the assessment of associated risks.

We prevent incidents, injuries, and occupational illnesses that may occur during work processes, ensuring that working conditions comply with occupational health and safety standards.

The Integrated Management System (Quality, Environment, Occupational Health and Safety, and Information Security) is implemented, maintained, and subject to continuous improvement to guarantee its effectiveness.

Compliance with SR EN ISO/IEC 17025:2018 is ensured to obtain and maintain laboratory accreditation for testing and calibration activities.

Compliance with the specific requirements for installations and equipment operating in potentially explosive atmospheres is ensured to maintain the GANEx-Petroșani certification, which attests to our capability to perform activities according to the NEx 01-6 standard, SR EN ISO/IEC 80079-34:2020, and ISO/TS 29001:2020.

We comply with the essential occupational health and safety requirements applicable under the provisions of harmonized standards that incorporate the requirements of European directives.

The criteria on which information security risks are assessed and reassessed include the identification of protected assets, the identification of undesirable security events, the determination of the frequency of occurrence of such events by analysing probabilities and possibilities, and the assessment of the consequences resulting from the occurrence of these undesirable events. Furthermore, the process involves establishing solutions to minimize risks, evaluating the effectiveness of the implemented risk mitigation measures, and determining the cost-to-security level ratio.

The categories of undesirable events include informational incidents that may harm the institute’s reputation, image, or relationships with other organizations; natural disasters and non-criminal events that may damage or affect assets; and criminal offenses or events that may endanger the existence of assets through intentional actions aimed at achieving specific objectives, such as matters related to business operations, production, financial or banking activities, as well as civil or criminal cases under investigation, in court proceedings, or finalized by the justice system.

In order to put these commitments into practice, we have implemented, maintain, and continuously improve the effectiveness of the Integrated Management System (Quality, Environment, Occupational Health and Safety, and Information Security) in accordance with the requirements of SR EN ISO 9001:2015, SR EN ISO 14001:2015, ISO 45001:2023, and SR EN ISO/IEC 27001:2023.

This policy is communicated to all employees operating under the organization’s control and to all interested parties, with the obligation for each employee to act in compliance with its provisions and in the spirit of its principles.

 

III. General Framework of the INTEGRATED MANAGEMENT SYSTEM (Quality – Environment – Occupational Health and Safety – Information Security)

  • Achievement of the Integrated Management System objectives, whether based on measurable indicators or evaluated through structured planning that sets out the necessary actions, responsibilities, timelines, and resources.
  • Continuous improvement of the effectiveness of the Integrated Management System.
  • Maintenance of the certification of the Integrated Management System throughout the validity period of the issued certificates, with recertification completed prior to their expiration, as well as maintenance of the accreditation of the Metrology Laboratory for testing and calibration activities, in accordance with SR EN ISO/IEC 17025:2018.
